Question

We propose to eliminate the JISN requirement for Level II hospitals, as the specific staffing requirements are objectively unachievable given the systemic shortage of neonatologists and specialized nurses. The long-term decline in the birth rate has led to economic unsustainability and low occupancy rates at such regional facilities. The existing dense network of Level IV and V perinatal centers, combined with investments in emergency medical services and heliports, fully guarantees timely and highly specialized care for critically ill newborns. Centralizing complex care in centers of excellence addresses the shortage of personnel and enhances overall patient safety. We therefore propose replacing this condition with the obligation to ensure the primary stabilization and safe transport of the newborn to the designated specialized facility.
