In Appendix No. 15—Determination of MS Based on the Primary Diagnosis for Adults—there are several diagnoses labeled “newborn.” These diagnoses cannot, in practice, be used to determine the MS listed in Appendix No. 15—Determination Based on HDG for Adults.
