Answer

Act No. 540/2021 Coll. states in Section 4 (2) (a) (4) that the categorisation of inpatient care of the Ministry of Health shall establish quality indicators for inpatient care and their target values. In view of the above, the Ministry of Health has the legal authority to establish quality indicators, not measurable indicators. Therefore, this complaint cannot be upheld.
